Candidates who submit their application in person at the faculty's main building from 59, Calea Plevnei are required to also use our admission web platform in order to fill out a shorter version of their application form (starting with July 1st, 2021). However, you can also fill out this form at the faculty,  during your registration on site.

WHO CAN CANDIDATE

Any Romanian or foreign citizen who passed a BACCALAUREATE EXAM (or equivalent) in Romania or abroad.

The admission process is managed
  • directly at the FACULTY OF POLITICAL SCIENCE (including for the ONLINE registration) for the following categories of candidates who compete under the same legal provisions, including for fee-paying purposes 
    • Romanian citizens who hold a Romanian national baccalaureate 
    • Romanian citizens who hold an international baccalaureate obtained in Romania 
    • Romanian citizens who obtained their baccalaureate (or equivalent) abroad
    • citizens of the European Union (other than Romanian), European Economic Area or Switzerland who hold a baccalaureate (or equivalent), obtained in Romania or abroad. 
    • refugees, citizens with subsidiary protection and citizens of third countries who hold a long-term residence permit from a EU member state (including Romania)
  • through Biroul de Relaţii Internaţionale al Universităţii din Bucureşti (Office for International Relations of the University of Bucharest) for foreign citizens outside the European Union, European Economic Space or Switzerland
WINNERS OF NATIONAL AND/OR INTERNATIONAL CONTESTS (INCLUDING ACADEMIC OLYMPICS) IN RELEVANT ACADEMIC DISCIPLINES
Owners of a Baccalaureate (or equivalent form of examination) who during their high school studies won 1st, 2nd or 3rd place in National Academic Olympics (Olimpiade Şcolare Naţionale) and/or 1st, 2nd, 3rd, 4th place (or equivalent: menţiune) at International Academic Olympics (Olimpiade Şcolare Internaţionale) in any field of studies can be admitted without examination on TUITION-FREE places. To be declared admitted, such candidates will submit the complete application portfolio, which will include a copy of their diploma from the respective national/international academic competition(s), and will follow the same confirmation procedures as the other candidates.

DOCUMENTS TO BE INCLUDED IN THE APPLICATION

APPLICATION (DOSARUL DE CONCURS)

Candidates can register ONLINE or on site, at the admission commission of the faculty (59, Calea Plevnei). If you have already submitted an ONLINE PRE-REGISTRATION application, you will upload only the documents necessary to complete the application.

Attention! The candidates who apply for more programs at the Faculty of Political Science at the University of Bucharest will submit the original documents only in the first APPLICATION portfolio, while all the other application portfolios will consist of photocopies of the documents plus the application form and the receipt for the payment of the application fee.

Candidates who choose to register online will submit a single online application where they will have the option to select all programs to which they wish to apply. 

ALL CANDIDATES WHO REGISTER ONLINE WILL RECEIVE A 25% DISCOUNT ON THE REGISTRATION FEE.

Those who registered online and are declared admitted will submit the documents requested in the application portfolio in physical form only when they confirm the place (documents in original for tuition-free places, copies for tuition-paying places).

All documents required for the application are listed below and they will be submitted in a white A4 portfolio file (dosar plic alb A4):

1. LETTER OF INTENT (motivational essay) of approximately 500 words (written in English for the English-language programs, in French for the French-language program and in Romanian for the Romanian-language programs. This essay should reflect the candidate's interest and capacity for studies at the Faculty of Political Science of the University of Bucharest. If the candidate registers for several of the faculty's programs, s/he will submit a separate essay for each language of studies. For the online registration each essay will be uploaded as a separate PDF file. If you have already pre-registered online, you should upload the letter / letters of intent only if you had decided to change your initial options of the BA programs for which you wish to apply.


2. APPLICATION FORM (filled in and signed). 
  • For those who register at the faculty's headquarters, the form can be  filled in online or you register at the faculty's headquarters
  • For those who register online, the ONLINE FORM represents the application form. You will receive a confirmation email via email and you will be able to access your file (without editing rights) via your admission account.  
  • If you have already pre-registered online, you will only upload 
    the missing documents via your admission account.

    This PDF file printed and signed must be added to the application in physical form when you confirm the place. 
3. BACCALAUREATE (OR EQUIVALENT)

If the candidate holds a Romanian national baccalaureate:
  • Baccalaureate diploma ("Diplomă de bacalaureat") - in original; OR
  • Baccalaureate graduation certificate ("Adeverință de bacalaureat") - in original and exclusively for those who passed the baccalaureate exam in 2021. This document is issued by the Secretariat of the high school where the Baccalaureate exam (or equivalent) was passed. Attention! The certificate should include the list of examined subjects (lista probelor), the acquired grades for each of these subjects (notele probelor), and the average of these grades (media examenului). It should also mention the period of validity for the certificate (perioada de valabilitate a adeverinței) and it should attest the fact that the original baccalaureate diploma has not been issued yet. OR
  • Declaration of consent ("Declarație de consimțământ") granting access to the admission commission to the candidate's baccalaureate results from the Romanian national database (exclusively for those who passed the baccalaureate in 2021) - in original (filled in and signed): download form in Romanian - .DOC / .PDF). ATTENTION! This document is necessary if only and only if the baccalaureate diploma or graduation certificate are not available at the moment of registration, irrespective whether the candidates registers on site on online. Candidates who register online and are declared admitted will submit for confirmation either the baccalaureate diploma or the graduation certificate (in original for a tuition-free place/copy for the tuition-paying place). 
If the candidate holds an international baccalaureate (i.e. baccalaureate (or equivalent) obtained in Romania or abroad in a system different from the Romanian national baccalaureate)
  • The proof of submission of the application for the recognition of the baccalaureate (or equivalent) at the university or the Romanian Ministry of Education (candidates who hold a baccalaureate (or equivalent) issued in another system than the Romanian one will send in advance at admitere.fspub@unibuc.ro  the supplementary application for the validation of their studies abroad or of the international baccalaureate obtained in Romania, if they have not already submitted this supplementary application directly at the Romanian Ministry of Education or if they have not already obtained the validation from the Romanian Ministry of Education. The list of documents for this supplementary application is set by the Romanian Ministry of Education and can be found at www.cnred.edu.ro.); in the case of refugees and citizens with subsidiary protection that do not have some of the documents required by CNRED (study certificates/diplomas, birth certificate etc), the applications for the recognition can be submitted even if they are not complete; AND EU/EEA DECLARATION (.DOC / .PDF)
OR
  • Document ("atestat"/"adeverință") issued by the Romanian Ministry of Education (MEN-CNRED) which certifies the recognition of the candidate's baccalaureate (or equivalent). 
Copies of the diplomas or of the baccalaureate certificates are accepted, if the candidates are able to prove that the original is submitted to another faculty.

For the online registration, the baccalaureate (or equivalent) diploma (or equivalent) will be uploaded as a separate PDF file.

ATTENTION!
Candidates who passed the baccalaureate exam (or equivalent) before 2021, will submit IN ADDITION an affidavit that certifies one of the following situations:

(a)  Candidates who did NOT attend any Romanian university program on a tuition-free place (locuri bugetate)
  • Affidavit (declarație notarială sau pe propria răspundere) in which the candidate declares that s/he did not attend any university program on a tuition-free place (original). For the online registration, this will be uploaded as a separate JPEG file.
(b) Candidates who attended one or two years of undergraduate studies in Romania on a tuition-free place (loc bugetat)
  • Affidavit (declarație notarială sau pe propria răspundere) in which the candidate declares which was the period for which s/he attended a Romanian university program on a tuition-free place (original). For the online registration, this will be uploaded as a separate JPEG file.
ATTENTION! Candidates who already completed three years of undergraduate studies at a Romanian university on a tuition-free place (loc bugetat) can apply only for tuition-paying places (locuri cu taxă).

4. BIRTH CERTIFICATE (copy)
For the online registration, this will be uploaded as a separate JPEG file.

5. HEALTH CERTIFICATE (adeverință medicală) that attests that the candidate is mentally and physically able to attend the programs of the faculty, issued by the family doctor or the high school medical office (original). Attention! For the online registration, this will be uploaded as a separate JPEG file and when submitting the application in physical form during the confirmation period this certificate will be included in original in the main application portfolio and in copy for the other portfolios (in case the candidate chose and was declared admitted in more than one program of the faculty).

6. THREE (3) PHOTOGRAPHS - Romanian national ID standard (3cmx4cm). 
Attention! For the online registration the candidate can submit as a separate image file (JPEG) any recent digital photo where s/he can be easily identified (head and shoulders only, on a light uniform background; it can be taken with a mobile phone) but the application in physical form submitted during the confirmation period will include the 3 standard photos.

7. IDENTITY DOCUMENT (copy) 
National ID card (for Romania: "buletin" or "card de identitate") or passport. For the online registration, this will be uploaded as a separate JPEG file

8. PROOF OF REGISTRATION FEE PAYMENT OR OF THE EXEMPTION OF THE REGISTRATION FEE PAYMENT (original).

The registration fees can be payed 
  • at the faculty's building from 59, Calea Plevnei during the registration period; OR 
  • online through facility offered by the University of Bucharest at www.po.unibuc.ro; OR
  • through bank transfer (transfer bancar / ordin de plată) in the account of the University of Bucharest IBAN: RO67RNCB0076010452620072, payment details: "Admitere FSPUB iulie 2021" (please take into account the delays that may occur due to inter-bank transfer).
The proof of the registration fee payment is:
  • the receipt for payment (for payment at the faculty's headquarters); 
  • the automatic email that confirms the online payment (for online payment through the university online payment facility); 
  • the bank statement with the name of the candidate and the payment details (for bank transfer). 
For the online registration for admission in a single program, the candidate will upload as a separate JEPG file one of the three documents listed above. For the online registration for admission in two or more programs, the candidate will upload as a separate JPEG file one of the three documents listed above.

The proof of the exemption of the registration fee payment is a written request for exemption, signed by the candidate and approved by the President of the admission commission. 

The candidates who require to be exempted from the payment of the admission fee must submit one of the following documents in addition to the written request:
  • Copies of the parents’ certificates of death (for orphans of both parents); 
  • A certificate (adeverință) issued by an orphanage
  • A certificate (adeverință) that attests that one (or both) of the legal tutors of the candidate is (are) an employed teacher(s) / professor(s)
  • A certificate (adeverință) that attests that one (or both) of the legal tutors of the applicant is(are) employee(s) of University of Bucharest
If the request is approved, the President of the admission commission will mark her/his approval on the written request. 

For the online registration, the exemption requests and the supporting document for this request should be sent at admitere.fspub@unibuc.ro  before submitting the online form. If the request is approved the candidate will receive by email the approved request for upload in the online form.

Atenție! The exemption from the registration fee payment is granted only for registration in one study program. For registration in two or more programs the exempted candidates will pay 100 RON/or 75 Ron (online registration) in conditions similar with those who are not exempted (see above).  

As proof of the exemption from the payment of the registration fee, candidates who register online will upload a single JPEG file which contains 
  • the written exemption request approved by the President of the admission commission if registering for a single program. 
  • the written exemption request approved by the President of the admission commission AND the proof of payment of a fee of 100 RON if registering for two or more programs.
The registration fee is non-refundable.

SUPPLEMENTARY DOCUMENTS FOR SPECIAL SITUATIONS
FOR WINNERS OF NATIONAL AND/OR INTERNATIONAL CONTESTS (INCLUDING ACADEMIC OLYMPICS) IN RELEVANT ACADEMIC DISCIPLINES

  • The diploma attesting this status (a photocopy). The original document will be provided during the confirmation period. 
For the online registration, this will be uploaded as a separate JPEG file, irrespective of the number of diplomas included in the application. 

CHANGE OF NAME
  • The change of name after marriage: marriage certificate (copy); 
  • Other situations: a legal document testifying the change of name (copy). 
For the online registration, this will be uploaded as a separate JPEG file, irrespective of the number of documents that prove the change of name included in the application. 

CANDIDATES WHO HOLD AN INTERNATIONAL BACCALAUREATE (OR EQUIVALENT)
The candidates who are citizens of the member states of the European Union (including Romania), of the European Economic Area or Switzerland, AND who hold a baccalaureate (or equivalent) issued in another system than the Romanian one will send in advance at admitere.fspub@unibuc.ro  the supplementary application for the validation of their studies abroad or of the international baccalaureate obtained in Romania, if they have not already submitted this supplementary application directly at the Romanian Ministry of Education or if they have not already obtained the validation from the Romanian Ministry of Education. Attention! IN ADDITION, for foreign citizens who wish to enroll in a Romanian-language program (i.e. Political Science in Romanian or Security Studies in Romanian), the admission application should also include a certificate attesting the Romanian language level issued by the Romanian Ministry of Education

For the online registration, as proof of the submission of the recognition application the candidate will upload a single JPEG file containing the confirmation document for the submission of all requested documents at  admitere.fspub@unibuc.ro  (or directly at the Romanian Ministry of Education) OR the Document ("atestat"/"adeverință") issued by the Romanian Ministry of Education (MEN-CNRED) which certifies the recognition of the candidate's baccalaureate (or equivalent). Attention! For the candidates who are foreign citizens and who wish to register also for a Romanian-language program, the certificate attesting the Romanian language level issued by the Romanian Ministry of Education will be included as a separate JPEG file.

REGISTRATION

Candidates can register during the corresponding registration period for the respective admission session (July or September).

Candidates can register
  • ONLINE by submitting the application through an online platform. An application is considered submitted within the registration period if the online registration form is submitted within this period AND the uploaded documents are correct (or, if they are not correct, the requested documents are sent within the correct format within the specified period). If the online registration form or the requested documents are not sent correctly in the specified period, the application is considered rejected; OR
  • ON SITE at the admission commission within the building of the faculty from 59, Calea Plevnei, 010223 Bucharest - personally or through power of attorney ("procură notarială") - by submitting the application (DOSAR DE CONCURS) during the registration period.
Attention! Before starting the registration procedure, the candidates who are citizens of the member states of the European Union (including Romania), of the European Economic Area or Switzerland, AND who hold a baccalaureate (or equivalent) issued in another system than the Romanian one will send in advance at admitere.fspub@unibuc.ro  the supplementary application for the validation of their studies abroad or of the international baccalaureate obtained in Romania, if they have not already submitted this supplementary application directly at the Romanian Ministry of Education or if they have not already obtained the validation from the Romanian Ministry of Education. ONLINE REGISTRATION PROCEDURE
ATTENTION! Before starting the online form registration it is necessary to prepare in electronic format (PDF files for motivation letters, max. 1 MB for each file). All the other uploaded documents should be JPEG/image files. All the required documents are listed in the section DOCUMENTS TO BE INCLUDED IN THE APPLICATION (DOSARUL DE CONCURS), on this page.

For the online registration for one or more programs of the faculty, candidates will fill in a SINGLE ONLINE REGISTRATION FORM. This is an electronic form (similar in content with application form submitted in hard copy by those registering on site) to which candidates attach the required application documents in electronic format prepared in advance.

After the technically successful submission of the online form candidates will receive automatically by e-mail, the application form, as it was filled in online, in PDF format. This represents the application form and it is considered part of the application portfolio.

If all documents uploaded in the online registration form are correct in content the registration is considered validated and the candidate will receive by email a unique registration number for each study program s/he chose through this form.

If one or more of the uploaded documents are incorrect, the candidates will receive by e-mail from admitere.fspub@unibuc.ro  a request for resubmitting these documents by e-mail. After all requested documents are received by the admission commission the registration is considered validated and the candidate will receive by email a unique registration number for each study program she/he chose through the online registration form. 

The successful validation and the potential correspondence for resubmitting one or more documents will be communicated through  admitere.fspub@unibuc.ro .

EXAMINATION & CONFIRMATION PROCEDURES

EXAMINATION OF CANDIDATES
The examination consists of the evaluation of the APPLICATION, as follows:

1. INTEREST AND APTITUDES FOR THE FIELD OF STUDIES AND THE VERIFICATION OF LINGUISTIC COMPETENCES
The evaluation of the interest, the existing aptitudes and the potential for development in the field of studies, as well as of the adequacy with the mission of the faculty is based based on the 500-word letter of intent (motivational essay) included by the candidate in the APPLICATION. For the study programs taught in Romanian (Științe politice în limba română și Studii de Securitate) the letter will be written in Romanian. For the study programs taught in foreign languages (Științe Politice în limba franceză, Științe Politice în limba engleză, Relații Internaționale și Studii Europene în limba engleză) the letter will be written in the language of the study program. The letter is marked pass or fail. Those who pass are evaluated on the next criterion (academic performance), while those who fail are included directly in the list of rejected candidates.

2. ACADEMIC PERFORMANCE
Evaluating the performance and academic abilities of the candidates based on the average of the grades at the baccalaureate exam (or equivalent).

Based on these criteria and evaluations, the candidates are ranked from the highest to the lowest score. 

Then, based on the number of tuition-free (locuri bugetate) / tuition-paying places (locuri cu taxă) available for the corresponding admission session, 4 preliminary lists of candidates are made: 
  • candidates declared admitted on the tuition-free places, 
  • candidates declared admitted on the tuition-paying places, 
  • candidates declared admitted on the waiting list, and 
  • rejected applications. 
If there are two or more candidates declared admitted and who have the same score on the last position on any of the first three lists, they will be ranked based on the following criteria (in this order):

a. the grade for the mandatory Romanian language discipline from the baccalaureate examination (or the equivalent exam for an examination equivalent to the baccalaureate);
b. the grade from the second mandatory discipline from the baccalaureate examination (or equivalent examination).

APPEALS
All appeals, if any, will be submitted to the admission commission no later than 48 hours after the publication of the results.

CONFIRMATION PROCEDURES 

All candidates declared admitted (tuition-free places, tuition-paying places or waiting list) should confirm their place through the submission of a Declaration of confirmation. Candidates who do not confirm their place are eliminated. Candidates who confirm their place may improve their ranking and position on these lists based on the number of eliminated applications before them. 

PHASE 1: CONFIRMATIONS

Between 17-19 Septemberbetween 9:00 and 14:00 during the week (Monday through Friday), and between 9:00 and 12:00 during the week-end (Saturday and Sunday:
  • The candidates declared admitted on the TUITION-FREE places (locuri bugetate) have the obligation to confirm their place personally (or through power of attorney/"procură notarială") by submitting to the admission commission a DECLARATION OF CONFIRMATION (dated and signed), together with the ORIGINAL VERSIONS of all the DOCUMENTS as requested in the APPLICATION. The candidates who have already submitted the original documents when they registered for the exam are required to submit only the DECLARATION OF CONFIRMATION. Candidates who registered online should submitted the application (DOSAR DE CONCURS) in physical format with all documents in original. 
  • The candidates declared admitted on the TUITION-PAYING places (locuri cu taxă) have the obligation to confirm their place personally (or through power of attorney/"procură notarială") by submitting to the admission commission a DECLARATION OF CONFIRMATION (dated and signed), together with a RECEIPT indicating the payment of a quarter of the yearly tuition fee for the first year, i.e. 750 RON, paid by bank transfer or at the cash desk of the University of Bucharest (90, Panduri Street), with the note “Facultatea de Științe Politice – Taxe școlare”. The candidates will indicate in the DECLARATION OF CONFIRMATION if they wish to remain on a tuition-paying place even if, following lists updates throughout the confirmation period (reclasificări), they could be eligible for a tuition-free place. Candidates who registered online should submit their application (DOSAR DE CONCURS) in physical format. 
  • The candidates on the waiting list have the obligation to confirm their place personally (or through power of attorney/procură notarială) by submitting to the admission commission a DECLARATION OF CONFIRMATION (dated and signed). The candidates will indicate in the DECLARATION OF CONFIRMATION if they wish to remain on a tuition-paying place even if, following lists updates throughout the confirmation period (reclasificări), they could be eligible for a tuition-free place. The candidate who does not confirm his/her place during the period set for this phase will be eliminated from the list and his/her place will be taken by the next candidate on the list. 
PHASE 2: LIST UPDATES & NEW CONFIRMATIONS

After Phase 1 of the confirmation process and after the appeals period is completed, the lists are updated to count for the elimination of the candidates who did not confirm their place. Consequently, candidates initially declared admitted on tuition-paying places or on the waiting list might advance on a better position depending on their score.

Between 19-21 Septemberbetween 9:00 and 14:00:

The candidates declared admitted on a different list (compared to the preliminary lists) as a result of the elimination of candidates who did not confirm their place have the obligation to confirm their place personally (or through power of attorney / procură notarială), otherwise they will be eliminated from the lists and their places will be taken by the next candidates.

The confirmation procedure is the following:
  • The candidates NEWLY admitted on TUITION-FREE places have the obligation to bring the ORIGINAL DOCUMENTS requested in APPLICATION if they did not already bring them during the registration period. Important! At this moment, a candidate declared newly admitted on a tuition-free place and who advanced from the list of tuition-paying places will be handed back the receipt for the tuition fee with a reimbursement note from the admission commission. Based on this receipt, the candidate will be reimbursed at the cash desk of the University of Bucharest (90, Panduri Street). Candidates who registered online are requested to submit in physical form the application with the documents in original (if they have not done it in Phase 1). 
  • The candidates NEWLY admitted on TUITION-PAYING places have the obligation to confirm their place and to bring in a RECEIPT indicating the payment of a quarter of the yearly fee for the first year,i.e. 750 RON, paid by bank transfer or at the cash desk of the University of Bucharest (90, Panduri Street), with the note “Facultatea de Științe Politice – Taxe școlare”. Candidates who registered online should submit their application in physical form (if they have not done it in Phase 1).
PHASE 3
After the period set for Phase 2 ends, the lists will be once again updated to count for the elimination of the candidates who did not confirm their place. These are the FINAL LISTS of the candidates who have been admitted for the corresponding admission session.

Important! After the final lists are published, a candidate declared newly admitted on a tuition-free place and who advanced from the list of tuition-paying places will be handed back the receipt for the tuition fee with a reimbursement note from the admission commission. Based on this receipt, the candidate will be reimbursed at the cash desk of the University of Bucharest (90, Panduri Street).

REGISTRATION FEES

Registration Fee Discount: Candidates who register ONLINE will receive a 25% discount on the registration fee.


Each candidate can register for admission to all of the five BA programs: BA in International Relations and European Studies - in English, BA in Political Science - in English, BA in Political Science - in French, BA in Political Science - in Romanian, BA in Security Studies - in Romanian.

The registration fees for the admission competition are the following: 

a. at the faculty's building from 59, Calea Plevnei
  • Application to a single program: 150 RON (0 RON for the candidates exempted from the payment of the first application fee*)
  • Applications to two or more programs: 250 RON (100 RON for the candidates exempted from the payment of the first application fee*)
b. Online registration:
  • Application to a single program: 112 RON (0 RON for the candidates exempted from the payment of the first application fee*)
  • Applications to two or more programs: 187 RON (75 RON for the candidates exempted from the payment of the first application fee*)
The registration fees can be payed at the faculty's building from 59, Calea Plevnei during the registration period. 

The registration fee can be paid also
  • online through facility offered by the University of Bucharest at https://po.unibuc.ro/admitere.php; or
  • through bank transfer in the account of the University of Bucharest IBAN: RO67RNCB0076010452620072, payment details: "Admitere FSPUB iulie 2021" (please take into account the delays that may occur due to inter-bank transfer).
*The following categories of candidates can be exempted from the payment of the registration fee for the first application portfolio: orphans of both parents, candidates still under the legal tutorship of an orphanage (or similar form of social care), and candidates for which one or both legal tutors are employed teachers/professors or employees of the University of Bucharest.

The registration fee is non-refundable.

TUITION FEES
Students declared admitted on the TUITION-FREE places do not pay tuition fees in their first year of studies. According to law, based on academic performance, in the following years they can maintain their TUITION-FREE status or they become TUITION-PAYING students.

TUITION-PAYING places annual fees: 
This can be payed in several installments throughout the academic year, taking into account the social context of the student.

The first installment of this annual fee (750 RON) will be paid by the future student as part of the procedures required to confirm his/her TUITION-PAYING place in the admission competition. NOTA BENE! If, following the confirmation procedures and lists updates, a candidate is declared admitted on a TUITION-FREE place after s/he had been declared previously admitted on a TUITION-PAYING place, this first installment will be reimbursed to the candidate (see more details in the section Examination & confirmation procedures above).
