SEPTEMBER 2020 : Timeline and procedures
- 02 – 14 September 2020 (14:00)– ONLINE REGISTRATION OR
- 09 – 14 September 2020 – REGISTRATION at the admission commission of FSPUB (59, Calea Plevnei, during the office hours)
- 15 September 2020 – MIPA: Written language skills test (ONLINE test, in English - 17:30-19:00) + Results (Note This test will take place online, it takes about 60-80 min to solve). This test evaluates the comprehension, vocabulary and writing skills, through the summary of a text at first sight, as well as through a series of questions on short texts at first sight, modeled on the Thinking Skills Assessment Standard (TSA Oxford/Cambridge). Each candidate will receive on the 15th of September (in the morning) an email with the logistical details, including the link to the form. If you do not receive this message by 11:00, please write us at mipa@fspub.unibuc.ro. This test is marked Pass/Fail. In principle, the B2 level standard is the minimum language level necessary for a passing score. However, we will assess primarily the comprehension and writing skills and we will not sanction minor grammar mistakes)

PRE-REGISTRATION
Filling out the online pre-admission form does not replace the admission process (you have to complete your registration by submitting additional documents during the admission period).
The pre-admission process serves the purpose of recording your data which will be automatically saved and transferred to your admission file. Recording your application also gives us the opportunity to stay in touch and send you valuable information on the admission process and other FSPUB activities.
Prospective students who choose to preregister online will submit a single online application (you will have the option to select all programs to which you wish to apply; you will also have the option of checking/changing your initial choices during the admission process). All the uploaded documents will be examined and confirmed by our staff and you will receive a confirmation via email.
Documents required for the online preregistration process:
1. LETTER OF MOTIVATION (for all programs except MPE - Master Politics in Europe: State, frontiers, societies) OR RESEARCH PROPOSAL (exclusively for MPE - Master Politics in Europe: State, frontiers, societies) written in the language of the study program (English, French or Romanian). If the candidate registers for several of the faculty's programs, s/he will submit a separate research proposal for each program of studies. Proposals will be uploaded as a distinct PDF file (file size<1MB each).

2. The ONLINE FORM. Candidates will be able to download the form (a merged PDF file) after the submission of the online application. This PDF file printed and signed must be added to the application in physical form when the candidate confirms the place.
WHO CAN CANDIDATE?
Any Romanian or foreign citizen who holds a Bachelor degree (or equivalent) obtained in Romania or abroad.
The admission process is managed
- directly at the FACULTY OF POLITICAL SCIENCE (including for the ONLINE registration) for the following categories of candidates who compete under the same legal provisions, including for fee-paying purposes
- Romanian citizens who hold a Romanian baccalaureate AND a Bachelor degree issued by a legally recognized institution from Romania or abroad
- Romanian citizens who hold an international baccalaureate (or equivalent) AND a Bachelor degree issued by a legally recognized institution from Romania or abroad
- citizens of the European Union (other than Romanian), European Economic Area or Switzerland who hold a baccalaureate (or equivalent) AND a Bachelor degree issued by a legally recognized institution from Romania or abroad
- refugees, citizens with subsidiary protection and citizens of third countries who hold a long-term residence permit from a EU member state (including Romania)
- through Biroul de Relaţii Internaţionale al Universităţii din Bucureşti (Office for International Relations of the University of Bucharest) for foreign citizens outside the European Union, European Economic Space or Switzerland
LETTER OF MOTIVATION / RESEARCH PROPOSAL, LINGUISTIC COMPETENCE & INTERVIEW
For admission, all master programs of the faculty require the submission and oral defence of a motivation letter or research proposal designed by the candidate.

In addition, for the MA programs in foreign languages candidates will be evaluated for their linguistic competence in the language of the respective study program based on the letter of motivation (programs MCP, MPES, MRI and MSE) or the research project (program MPE). For the MIPA program the evaluation of linguistic competence will be based on an ONLINE written examination and the interview requires a letter of motivation. The evaluation of linguistic competence is marked pass/fail.

INTERVIEW
Each candidate will defend the letter or motivation / research proposal in the language of the program for which s/he candidates, in an interview with the admission commission for the respective program (face-to-face or ONLINE as requested by the candidate at the time of registration). For the MIPA program the interview will be held ONLINE.
The interview aims to determine the candidate's academic know-how and potential for research in political science, in the field of the MA program for which s/he candidates and in the specific area of the proposed topic. The candidate's performance will be evaluated with grades from 1 (min.) to 10 (max.).

For the online registration, the baccalaureate (or equivalent) diploma (or equivalent) will be uploaded as a separate PDF file. 4. BA DIPLOMA (OR EQUIVALENT) For candidates who obtained their degree in 2020 in a BA program offered by a Romanian university
Graduates of BA programs outside the Romanian system

Irrespective of the number of pages or the type of document (diploma, certificate etc.), for the online registration the candidate will upload a single PDF file which includes all evidence that s/he graduated from a BA program (or equivalent). ATTENTION! IN ADDITION, for foreign citizens who wish to enroll in a Romanian-language MA program, the admission application should also include a certificate attesting the Romanian language level issued by the Romanian Ministry of Education For the online registration this certificate will be uploaded as a distinct PDF file. ATTENTION! Candidates who graduated from a BA program (or equivalent) before 2020 will also add one of the following: (a) Candidates who did NOT attend any Romanian master program on a tuition-free place (locuri bugetate)
5. BIRTH CERTIFICATE (copy) For the online registration, this will be uploaded as a separate PDF file. 5. HEALTH CERTIFICATE (adeverință medicală) that attests that the candidate is mentally and physically able to attend the programs of the faculty, issued by the family doctor (original). Attention! For the online registration, this will be uploaded as a separate PDF file and when submitting the application in physical form during the confirmation period this certificate will be included in original in the main application portfolio and in copy for the other portfolios (in case the candidate chose and was declared admitted in more than one program of the faculty). 7. THREE (3) PHOTOGRAPHS - Romanian national ID standard (3cmx4cm). Attention! For the online registration the candidate can submit as a separate image or PDF file any recent digital photo where s/he can be easily identified (head and shoulders only, on a light uniform background; it can be taken with a mobile phone) but the application in physical form submitted during the confirmation period will include the 3 standard photos. 8. For the online registration for admission in two or more programs the candidate will upload as a separate PDF file one of the three documents listed above. The proof of the exemption of the registration fee payment is a written request for exemption, signed by the candidate and approved by the President of the admission commission. For the online registration, the exemption requests and the supporting document for this request should be sent at admitere.fspub@unibuc.ro before submitting the online form. If the request is approved the candidate will receive by email the approved request for upload in the online form. Attention! The exemption from the registration fee payment is granted only for registration in one study program. ONLINE REGISTRATION PROCEDURE ATTENTION! Before starting the online form registration it is necessary to prepare in electronic format (PDF files, max. 1 MB for each file) all the required documents listed in the section DOCUMENTS TO BE INCLUDED IN THE APPLICATION (DOSARUL DE CONCURS), on this page. For the online registration for one or more programs of the faculty, candidates will fill in a SINGLE ONLINE REGISTRATION FORM. This is an electronic form (similar in content with application form submitted in hard copy by those registering on site) to which candidates attach the required application documents in electronic format prepared in advance. After the technically successful submission of the online form candidates will receive automatically by email, the application form, as it was filled in online, in PDF format. This represents the application form and it is considered part of the application portfolio. If all documents uploaded in the online registration form are correct in content the registration is considered validated and the candidate will receive by email a unique registration number for each study program s/he chose through this form. If one or more of the uploaded documents are incorrect, the candidates will receive by email a request for resubmitting these documents by email. After all requested documents are received by the admission commission the registration is considered validated and the candidate will receive by email a unique registration number for each study program s/he chose through the online registration form. EXAMINATION & CONFIRMATION PROCEDURESEXAMINATION OF CANDIDATES The examination consists of the evaluation of the APPLICATION, as follows: 1. VERIFICATION OF LINGUISTIC COMPETENCES (exclusively for the programs in foreign languages) Verification of the linguistic competence for
Marked pass or fail. Those who pass are evaluated on the next criterion (academic performance), while those who fail are included directly in the list of rejected candidates. 2. INTEREST AND APTITUDES FOR THE FIELD OF STUDIES (mandatory for all master programs) Oral defence of the research project (interview with the admission commission, marked from 1 la 10 (max). Based on these criteria and evaluations, the candidates are ranked from the highest to the lowest score. Then, based on the number of tuition-free (locuri bugetate) / tuition-paying places (locuri cu taxă) available for the corresponding admission session, 4 preliminary lists of candidates are made:
APPEALS All appeals, if any, will be submitted to the admission commission no later than 48 hours after the publication of the results. CONFIRMATION PROCEDURES All candidates declared admitted (tuition-free places, tuition-paying places or waiting list) should confirm their place through the submission of a Declaration of confirmation. Candidates who do not confirm their place are eliminated. Candidates who confirm their place may improve their ranking and position on these lists based on the number of eliminated applications before them. PHASE 1: CONFIRMATIONS Within 2 days of the results being published:
PHASE 2: LIST UPDATES & NEW CONFIRMATIONS After Phase 1 of the confirmation process and after the appeals period is completed, the lists are updated to count for the elimination of the candidates who did not confirm their place. Consequently, candidates initially declared admitted on tuition-paying places or on the waiting list might advance on a better position depending on their score. Within two days of publishing the new lists, the candidates declared admitted on a different list (compared to the preliminary lists) as a result of the elimination of candidates who did not confirm their place have the obligation to confirm their place personally (or through power of attorney / "procură notarială"), otherwise they will be eliminated from the lists and their places will be taken by the next candidates. The confirmation procedure is the following:
After the period set for Phase 2 ends, the lists will be once again updated to count for the elimination of the candidates who did not confirm their place. These are the FINAL LISTS of the candidates who have been admitted for the corresponding admission session. Important! After the final lists are published, a candidate declared newly admitted on a tuition-free place and who advanced from the list of tuition-paying places will be handed back the receipt for the tuition fee with a reimbursement note from the admission commission. Based on this receipt, the candidate will be reimbursed at the cash desk situated in the basement of the Law Department of the University of Bucharest (36-46, M.Kogalniceanu Blvd.). Following the Decision of the Council of the Faculty of Political Science of the University of Bucharest, a valid master program requires a minimum of 10 admitted students (for MA programs in foreign languages) and a minimum of 15 admitted students (for MA programs in Romanian). If an MA program cannot be validated for the 2020-2021 academic year due to an insufficient number of admitted students, candidates admitted in the respective program will be able to choose, at their request, for transfer in another MA program of the faculty, under the same tuition conditions as those under which they were initially admitted, including for fees purposes. *The following categories of candidates can be exempted from the payment of the registration fee for the first application portfolio: orphans of both parents, candidates still under the legal tutorship of an orphanage (or similar form of social care), and candidates for which one or both legal tutors are employed teachers/professors or employees of the University of Bucharest. The registration fee is non-refundable. TUITION FEES Students declared admitted on the TUITION-FREE places do not pay tuition fees in their first year of studies. According to law, based on academic performance, in the following years they can maintain their TUITION-FREE status or they become TUITION-PAYING students. Students declared admitted on the TUITION-PAYING places pay a yearly fee of: 4000 RON (MA programmes in Romanian) or 4500 RON (MA programmes in foreign languages).This can be payed in several installments throughout the academic year, taking into account the social context of the student. The first installment of this annual fee (750 RON) will be paid by the future student as part of the procedures required to confirm his/her TUITION-PAYING place in the admission competition. NOTA BENE! If, following the confirmation procedures and lists updates, a candidate is declared admitted on a TUITION-FREE place after s/he had been declared previously admitted on a TUITION-PAYING place, this first installment will be reimbursed to the candidate (see more details in the section Examination & confirmation procedures above). |
