WHO CAN CANDIDATE?

Any Romanian or foreign citizen who passed a Baccalaureate exam (or equivalent) in Romania or abroad.

SPECIAL SITUATIONS
WINNERS OF NATIONAL AND/OR INTERNATIONAL CONTESTS (INCLUDING ACADEMIC OLYMPICS) IN RELEVANT ACADEMIC DISCIPLINES
Owners of a Baccalaureate (or equivalent form of examination) who during their high school studies won 1st, 2nd or 3rd place in National Academic Olympics (Olimpiade Şcolare Naţionale) and/or 1st, 2nd, 3rd, 4th place (or equivalent: menţiune) at International Academic Olympics (Olimpiade Şcolare Internaţionale) in any field of studies can be admitted without examination on TUITION-FREE places. To be declared admitted, such candidates will submit the complete application portfolio, which will include a copy of their diploma from the respective national/international academic competition(s), and will follow the same confirmation procedures as the other candidates.

ROMANIAN CITIZENS WITH HIGH SCHOOL STUDIES (OR EQUIVALENT) ABROAD
Romanian citizens who graduated from high schools outside Romania (or from high schools in Romania for which the end-of-studies examination is not the Romanian national Baccalaureate) will candidate under the same legal provisions like Romanian citizens with a Romanian national Baccalaureate, including for fee-paying purposes. Candidates who graduated from high schools in Romania for which the end-of-studies examination is not the Romanian national Baccalaureate will send a supplementary application for the validation of their studies at admitere@fspub.unibuc.ro (see more details in the section Documents to include in the application below)

FOREIGN CITIZENS BELONGING TO THE EUROPEAN UNION, EUROPEAN ECONOMIC AREA OR SWITZERLAND
Foreign citizens from EU, EEA or Switzerland who graduated from high schools outside Romania (or from high schools in Romania for which the end-of-studies examination is not the Romanian national Baccalaureate) will candidate under the same legal provisions like Romanian citizens with a Romanian national Baccalaureate, including for fee-paying purposes. To validate their previous studies outside the Romanian national system they will send a supplementary special application at admitere@fspub.unibuc.ro (see more details in the section Documents to include in the application below). Foreign citizens who wish to enroll in a BA programme taught in Romanian will add to the application portfolio a certificate which attests the Romanian-language level issued in accordance with the regulations of the Romanian Ministry of Education (CNRED).

FOREIGN CITIZENS OUTSIDE THE EUROPEAN UNION, EUROPEAN ECONOMIC AREA OR SWITZERLAND
The admission competition for citizens outside EU, EEA or Switzerland is managed directly by the Office for International Relations of the University of Bucharest / Biroul de Relaţii Internaţionale al Universităţii din Bucureşti.

DOCUMENTS TO BE INCLUDED IN THE APPLICATION

APPLICATION (DOSARUL DE CONCURS)


All documents required for the application are listed below and they will be submitted in a white A4 portfolio file (dosar plic alb A4) to the Faculty’s Secretariat.  

  • A letter of intent (motivational essay) of approximately 500 words (written in English for the English-language programs, in French for the French-language program and in Romanian for the Romanian-language programs); 
  • Application Form (the candidate will fill it in and sign it). The form can be downloaded in formats .doc (to be completed electronically) or .pdf; 
  • Baccalaureate Diploma (or an equivalent high school graduation document) 
I. For the candidates who passed the baccalaureate (or equivalent examination) in July-August 2016
    • Baccalaureate Diploma or equivalent (original); OR
    • A certificate (adeverință) (in original, signed and stamped) issued by the Secretariat of the high school where the Baccalaureate exam (or equivalent) was passed. Attention! The certificate should include the list of examined subjects (lista probelor), the acquired grades for each of these subjects (notele probelor), and the average of these grades (media examenului). It should also mention the period of validity for the certificate (perioada de valabilitate a adeverinței) and it should attest the fact that the original baccalaureate diploma has not been issued yet.  
Notary-authenticated copies of the diplomas or of the baccalaureate certificates are accepted, if the candidates are able to prove that the original is submitted to other faculties.

II. For the candidates who passed the baccalaureate (or equivalent examination) before July 2016

(a) Candidates who did NOT attend any university programme on a tuition-free place (locuri bugetate)
    • Baccalaureate Diploma or equivalent (original or notary-authenticated copy); AND
    • Affidavit (declarație notarială) in which the candidate declares that s/he did not attend any university programme on a tuition-free place (original) 
(b) Candidates who already completed three years of university programme on a tuition-free place (loc bugetat) can apply only for tuition-paying places (locuri cu taxă) and will include in the application
    • Baccalaureate Diploma or equivalent (notary-authenticated copy).
(c) Candidates who attended one or two years of undergraduate studies on a tuition-free place (loc bugetat
    • Baccalaureate Diploma or equivalent (original or notary-authenticated copy); AND
    • Affidavit (declarație notarială) in which the candidate declares which was the period in which s/he attended an undegraduate university programme on a tuition-free place (original) 

  • Birth certificate (notary-authenticated copy);
  • Health certificate (adeverință medicală) that attests that the candidate is mentally and physically able to attend school, issued by the family doctor or the highschool Health Clinic (original); 
  • Three (3) photographs – ID type (3cm x 4cm); 
  • A photocopy of the identity card
  • The receipt for the payment of the application fee (original). 
NOTA BENE! The candidates who apply for more programmes at the Faculty of Political Science at the University of Bucharest will submit the original documents only in the first APPLICATION portfolio, while all the other application portfolios will consist of photocopies of the documents plus the application form and the receipt for the payment of the application fee. 

SUPPLEMENTARY DOCUMENTS FOR SPECIAL CASES
FOR WINNERS OF NATIONAL AND/OR INTERNATIONAL CONTESTS (INCLUDING ACADEMIC OLYMPICS) IN RELEVANT ACADEMIC DISCIPLINES 
  • The diploma attesting this status (a photocopy). The original document will be provided after the admission confirmation. 
CHANGE OF NAME
  • The change of name after marriage: marriage certificate (notary-authenticated copy); 
  • Other situations: a legal document testifying the change of name (notary authenticated copy). 
EXEMPTION FROM APPLICATION FEE
The candidates who require to be exempted from the payment of the admission fee must submit one of the following documents:
  • Notary authenticated copies of the parents’ certificates of death (for orphans of both parents); 
  • A certificate (adeverință) issued by an orphanage
  • A certificate (adeverințăthat attests that one (or both) of the legal tutors of the candidate is (are) an employed teacher(s) / professor(s)
  • A certificate (adeverință) that attests that one (or both) of the legal tutors of the applicant is(are) employee(s) of Bucharest University
The waiver of the application fee is awarded by the president of the Faculty’s Admission committee based on the documents provided by the candidates.

ROMANIAN CITIZENS WHO GRADUATED FROM FOREIGN HIGH SCHOOLS (OR EQUIVALENT FORMS OF STUDIES)
The candidates who graduated from high schools or other BA programs abroad will send in advance to the address admitere@fspub.unibuc.ro the separate supplementary application for the validation of their studies abroad. The list of documents for this special application is set by the Romanian Ministry of Education and can be found at www.cnred.edu.ro. This procedure also applies to Romanian candidates who graduated from high schools (or equivalent forms of studies) in Romania which had an end-of-studies examination form that was different from the Romanian baccalaureate.

The calendar for the admission competition in the BA programmes  - Session JULY 2016 is the following:

Registration period; candidates can register at the faculty's headquarters from 8, Spiru Haret st., between 9:00 and 14:00 during the week (Monday through Friday), and between 9:00 and 12:00 during the week-end (Saturday and Sunday).

If, following the July 2016 admission competition, for one or more programmes there are still vacant places, a supplementary admission competition will be organized for these in September 2016. 

EXAMINATION & CONFIRMATION PROCEDURES

REGISTRATION OF CANDIDATES
The registration of the candidates will take place during the period established for this purpose for the corresponding admission session (July or September). The registration can be made only IN PERSON (or through power of attorney/procură notarială) by submitting the full APPLICATION to the admission committee during the registration period.

EXAMINATION OF CANDIDATES
The examination consists of the evaluation of the APPLICATION, as follows:

1. INTEREST AND APTITUDES FOR THE FIELD OF STUDIES AND THE VERIFICATION OF LINGUISTIC COMPETENCES


The evaluation of the interest, the existing aptitudes and the potential for development in the field of studies, as well as of the adequacy with the mission of the faculty is based based on the 500-word letter of intent (motivational essay) included by the candidate in the APPLICATION. For the study programs taught in Romanian (Științe politice în limba română și Studii de Securitate) the letter will be written in Romanian. For the study programs taught in foreign languages (Științe Politice în limba franceză, Științe Politice în limba engleză, Relații Internaționale și Studii Europene în limba engleză) the letter will be written in the language of the study program. The letter is marked pass or fail. Those who pass are evaluated on the next criterion (academic performance), while those who fail are included directly in the list of rejected candidates.

2. ACADEMIC PERFORMANCE
Evaluating the performance and academic abilities of the candidates based on the average of the grades at the baccalaureate exam (or equivalent).

Based on these criteria and evaluations, the candidates are ranked from the highest to the lowest score. Then, based on the number of tuition-free (locuri bugetate) / tuition-paying places (locuri cu taxă) available for the corresponding admission session, 4 preliminary lists of candidates are made: (1) candidates declared admitted on the tuition-free places, (2) candidates candidates declared admitted on the tuition-paying places, (3) candidates declared admitted on the waiting list, and (4) rejected candidates.

If there are two or more candidates declared admitted and who have the same score on the last position on any of the first three lists, they will be ranked based on the following criteria (in this order):

a. the grade for the mandatory Romanian language discipline from the baccalaureate examination (or the equivalent exam for an examination equivalent to the baccalaureate);
b. the grade from the second mandatory discipline from the baccalaureate examination (or equivalent examination).

APPEALS
All appeals, if any, will be submitted to the Admission committee no later than 48 hours after the publication of the results.

CONFIRMATION PROCEDURES
 
PHASE 1
Within 5 days of the results being published:
  • The candidates declared admitted on the TUITION-FREE places (locuri bugetatehave the obligation to confirm their place personally (or through power of attorney/procură notarială) by submitting to the Admission committee a CONFIRMATION DECLARATION (dated and signed), together with the ORIGINAL VERSIONS of all the DOCUMENTS requested in the APPLICATION. The candidates who have already submitted the original documents when they registered for the exam are required to submit only the CONFIRMATION DECLARATION. 
  • The candidates declared admitted on the TUITION-PAYING places (locuri cu taxăhave the obligation to confirm their place personally (or through power of attorney/procură notarială)  by submitting to the Admission committee a CONFIRMATION DECLARATION (dated and signed), together with a RECEIPT indicating the payment of a quarter of the yearly tuition fee for the first year, i.e. 750 RON, paid at the cash desk situated in the basement of the Law Department of the University of Bucharest (36-46, M.Kogalniceanu Blvd.), with the note “Facultatea de Științe Politice – Taxe școlare”. The candidates will indicate in the CONFIRMATION DECLARATION if they wish to remain on a tuition-paying place even if, following lists updates throughout the confirmation period (reclasificări), they could be eligible for a tuition-free place. 
  • The candidates on the waiting list have the obligation to confirm their place personally (or through power of attorney/procură notarială) by submitting to the Admission committee a CONFIRMATION DECLARATION (dated and signed). The candidates will indicate in the CONFIRMATION DECLARATION if they wish to remain on a tuition-paying place even if, following lists updates throughout the confirmation period (reclasificări), they could be eligible for a tuition-free place.  
The candidate who does not confirm his/her place during the period set for this phase will be eliminated from the list and his/her place will be taken by the next candidate on the list. 

PHASE 2
After Phase 1 of the confirmation process and after the appeals period is completed, the lists are updated to count for the elimination of the candidates who did not confirm their place. Consequently, candidates initially declared admitted on tuition-paying places or on the waiting list might advance on a better position depending on their score.

Within three days of publishing the new lists, the candidates declared admitted on a different list (compared to the preliminary lists) as a result of the elimination of candidates who did not confirm their place have the obligation to confirm their place personally (or through power of attorney / procură notarială), otherwise they will be eliminated from the lists and their places will be taken by the next candidates.

The confirmation procedure is the following:
  • The candidates NEWLY admitted on TUITION-FREE places have the obligation to bring the ORIGINAL DOCUMENTS requested in APPLICATION if they did not already bring them during the registration period. Important! At this moment, a candidate declared newly admitted on a tuition-free place and who advanced from the list of tuition-paying places will be handed back the receipt for the tuition fee with a reimbursement note from the Admission committee. Based on this receipt, the candidate will be reimbursed at the cash desk situated in the basement of the Law Department of the University of Bucharest (36-46, M.Kogalniceanu Blvd.) where s/he initially paid the fee. 
  • The candidates NEWLY admitted on TUITION-PAYING places have the obligation to confirm their place and to bring in a RECEIPT indicating the payment of a quarter of the yearly fee for the first year,i.e. 750 RON, paid at the cash desk situated in the basement of the Law Department of the University of Bucharest (36-46, M.Kogalniceanu Blvd.), with the note “Facultatea de Științe Politice – Taxe școlare”. 
PHASE 3
After the period set for Phase 2 ends, the lists will be once again updated to count for the elimination of the candidates who did not confirm their place. These are the FINAL LISTS of the candidates who have been admitted for the corresponding admission session.

Important! After the final lists are published, a candidate declared newly admitted on a tuition-free place and who advanced from the list of tuition-paying places will be handed back the receipt for the tuition fee with a reimbursement note from the Admission committee. Based on this receipt, the candidate will be reimbursed at the cash desk situated in the basement of the Law Department of the University of Bucharest (36-46, M.Kogalniceanu Blvd.) where s/he initially paid the fee.

FEES

APPLICATION FEES

The registration fees for the admission competition are the following 

Registration fee for submitting an application to a single programme: 150 RON (0 RON for the candidates exempted from the payment of the first application fee*)

Registration fee for submitting applications to two or more programmes: 225 RON (75 RON for the candidates exempted from the payment of the first application fee*)

The registration fees will be payed at the faculty's headquarters from 8, Spiru Haret st. 

*The following categories of candidates can be exempted from the payment of the registration fee for the first application portfolio: orphans of both parents, candidates still under the legal tutorship of an orphanage (or similar form of social care), and candidates for which one or both legal tutors are employed teachers/professors or employees of the University of Bucharest.

TUITION FEES
Students declared admitted on the TUITION-FREE places do not pay tuition fees in their first year of studies. According to law, based on academic performance, in the following years they can maintain their TUITION-FREE status or they become TUITION-PAYING students. 

Students declared admitted on the TUITION-PAYING places pay a yearly fee of 3000 RON. This can be payed in several installments throughout the academic year, taking into account the social context of the student. 

The first installment of this annual fee (750 RON) will be paid by the future student as part of the procedures required to confirm his/her TUITION-PAYING place in the admission competition. NOTA BENE! If, following the confirmation procedures and lists updates, a candidate is declared admitted on a TUITION-FREE place after s/he had been declared previously admitted on a TUITION-PAYING place, this first installment will be reimbursed to the candidate (see more details in the section Examination & confirmation procedures above).
